GRO 2025 – A Common Tool for Sustainable Building and Renovation

GRO 2025 is an interregional framework (Brussels, Wallonia, Flanders) supporting sustainable construction. It uses Levels to assess context, set holistic concepts, and develop detailed designs. Its 8 sustainability themes (energy, health, circularity, water, etc.) are rated across 3 performance levels (good, better, excellent). No formal certification is provided.

GRO 2025 is a shared framework created by Brussels Environment, Wallonia Public Service, and Het Facilitair Bedrijf to support sustainable building and renovation. Its core philosophy is that buildings must meet current user needs without compromising future generations. GRO is divided into three LevelsLevel 0 (context analysis), Level 1 (concept), and Level 2 (design) – guiding project teams at each stage.

At Level 0, four themes (climate change, mobility/accessibility, environment, existing buildings) help map the site’s opportunities and constraints. At Levels 1 and 2, eight sustainability themes (including energy, health/comfort, circular construction, water) shape a holistic concept, ensuring continuous performance tracking.

Each criterion offers three performance levels (good, better, excellent) and requires submitting evidence (documents, plans, analyses) to demonstrate compliance. GRO does not grant a certification; its focus is on tailoring the approach to the site, encouraging collaboration among stakeholders, and maintaining flexibility for innovation.
