PRW call: Pillar 2 Support for European projects and the internationalisation of SIIs

The aim of this mechanism is to support increased participation by Walloon players in European or international networks and projects, and to develop links between regional funding granted as part of the S3 and European or international initiatives.

The support for the integration of innovation ecosystems created in the Walloon region, the IIS (Innovation and Industrial Systems), into European dynamics and the involvement of Walloon stakeholders within European priority value chains aims to meet the ambitions set by the S3 (Smart Specialization Strategy) in terms of visibility and international outreach for Wallonia, specialization in complementarity and collaboration with other European stakeholders, and contribution to European priorities. It also aims to optimize synergies between regional and European funding. The Recovery Plan offers a unique opportunity to develop these dynamics and strengthen the positioning of Wallonia and its stakeholders. The goal is to create a virtuous circle of engagement in European and international dynamics within the 19 IIS, and for this mechanism to have a ripple effect, encouraging the submission of other projects in the future.
In line with the principles of the S3, this mechanism is based on the following guidelines:
Limited-time support : The aim is to stimulate new dynamics initiated through the S3 with the help of the Walloon Recovery Plan.
Flexible and innovative support : Each IIS will be able to choose which types of projects it wishes to develop with this funding, in alignment with its needs and action plan, within the framework set by the Region, complementing other resources that may be mobilized by the IIS.
Ambitious but selective support : The IIS partner submitting a request must have the approval of the IIS leader and must demonstrate the added value of requesting support from the Region. The request will be subject to impact criteria.
Support linked to transparency and collaboration requirements : The funding should allow for the active involvement of the IIS in regional collaboration dynamics and dialogue with the Region, including through reporting on actions taken.
Submission Guidelines
An electronic version of the submission form is available for download below starting from April 14, 2023. The completed submission form should be sent to the following address: s3.economie@spw.wallonie.be no later than September 30, 2023. SPW-EER will send the applicant an acknowledgment of receipt via email. After the deadline for submitting detailed proposals, the Administration will only consider the elements communicated in response to its request as part of its review process.
Selection Process
The selection procedure is organized in 4 successive steps:
The coordination unit is informed of the applicant's request and provides an opinion on its relevance.
The administration (SPW-EER – Directorate of Economic Policy) analyzes the projects and ensures, with the Research and Technological Development Department, AWEX, and WBI, that there is no risk of double funding. It provides a technical opinion.
The S3 working group is consulted on the technical opinion.
The final selection of the projects is submitted for approval by the Walloon Government.
