Spi, Liège's territorial development agency, is promoting circularity in its real estate projects, in line with the Circular Wallonia strategy. After consultation with 60 stakeholders, this document offers recommendations for integrating circularity into public construction contracts, opening up a crucial debate for the evolution of real estate projects.

About

Spi, a regional development agency active throughout the province of Liège, aims to accelerate and support the circular approach in its real estate projects, in line with the Circular Wallonia strategy. It explores this circularity-related approach through pilot projects, with successes and challenges shaping learning and forging the organization's experience.

Public procurement is an important lever in the evolution of circular practices within the Construction sector.

This document is based on the observations, expectations, needs and avenues
discussed with over 60 construction industry players, who met in June 2022 at the initiative of Spi and its partners GREENWIN and the CAP CONSTRUCTION cluster, but also on the basis of Spi's experience in the field,
and recommendations on how to support circularity in real estate projects
that require a public procurement procedure.

It is written above all for public-sector clients who, like Spi, are asking themselves
question of integrating circularity into their real estate projects. It seeks to explore the posture that a public-sector client can adopt, at this stage in the linear organization of our economy, to promote circularity. Its content may initiate or reinforce a debate within the organization or administration, both on the part of staff dedicated to implementing real estate projects and those specializing in regulatory aspects.

For readers from the private sector, the reflections and avenues outlined will enable them to better perceive the impact that the circularity paradigm in public projects will have on their profession, their work organization and their business model in general, over and above the technical and logistical considerations already specific to circular construction.
